Jennifer has taught in the Mead School District for several years. Currently, she teaches 4th grade at Prairie View Elementary. Her three children have attended Elementary, Middle, High School, and M.E.A.D. in the Mead School District. The Mead Community has had a huge impact in Jennifer's life in many different ways both as a teacher and a parent.
After the devastating loss of her 9 year old daughter in 2010, Mead Education Foundation was able to help create an Olivia Chaffin Memorial Fund. Now, Jennifer feels that it is important to help Mead Education Foundation invest in innovation and collaboration. She wants the Olivia Chaffin Memorial Fund to help MEF support educators and inspire all types of learners. Jennifer has served on the Foundation Board since 2013.
Julie SilbarPast Board President+
Julie was born and raised in Spokane and graduated from Mead High School in 1990. She graduated from E.W.U. with a Bachelors degree and received a Masters degree in Organizational Leadership from Gonzaga University. Julie is currently the Manager of Organizational Effectiveness for American Express Travel and Lifestyle Servicing. In the 20 years previous to American Express, she worked for Red Lion Hotels Corporation, West Coast Hospitality and Cavanaugh’s Hospitality.Julie’s desire to serve on the Mead Education Foundation Board stems from her deep respect for teachers and educators, her tie to Mead High School and her role as mother with a one child at Prairie View Elementary and another child starting in fall of 2015. Julie has served on the Foundation Board since 2012.
Dan ErbPast Board President+
Dan is a 1982 graduate of Mead High School. After graduating from Washington State University with a degree in Hotel Management, he moved back to the Mead School District with his bride Kathy (Mead class of ’83) to raise their 6 kids, 3 of which have graduated from Mead. Dan is Director of Hospitality Systems for Red Lion Hotels Corporation and has worked there the past 28 years.
Dan is passionate about keeping the Mead School District one of the top academic districts in the state. He has served on a number of boards in the area and has had the pleasure to serve on the Foundation Board since 2010.

JD has more than 30 years of leadership experience in performance management, strategic planning, problem solving and organizational design. He recently led a team of performance improvement experts in the Federal Aviation Administration, Transportation Security Administration, Department of Defense, US Army (Kuwait, Iraq and Afghanistan), US Postal Service, and Washington Metropolitan Area Transit AuthorityPrior to working in private industry, Mr. Sicilia was appointed by the Secretary of Defense to the Senior Executive Service (SES) as the Director of Planning and Performance Management for the Office of the Secretary of Defense. He established the organization and led the performance management activities of the Department of Defense (DoD), the largest organization in the world, with a $600B+ annual budget and over three million personnel dispersed in over 140 countries. He developed Departmental strategic plans (Strategic Management Plan) with goals, objectives, and measures. Ensured DoD Component strategic plans, performance goals, and measures are aligned with, and assure accountability to, DoD strategic goals. Served as the DoD representative to OMB’s Performance Improvement Council.Before this appointment Mr. Sicilia established and served as the SES Director, DoD Lean Six Sigma (LSS) Program Office and was responsible for establishing, overseeing and directing the largest and most complex deployment of performance management ever attempted. While at DoD he trained over 1400 students, completed over 400 transactional projects that reduced cycle time by nearly 100 man years and saved over $3 billion dollars.Prior to his assignment to OSD, Mr. Sicilia established the Lean Six Sigma (LSS) program and served as the Chief of the Performance Management Group for the Defense Intelligence Agency (DIA). He exercised central management and oversight of all performance management (LSS) training, education and certification.Preceding his service as a government civilian, Mr. Sicilia served as an officer in the United States Army. He retired from active duty as a Lieutenant Colonel after 21 years of service. He conducted operations in Military Intelligence, Infantry, Armor, Special Forces, and Special Mission Unit. JD Sicilia’s military qualifications include the Air Assault Badge, Airborne Wings, Ranger Tab, Army Staff Identification Badge, and Joint Staff Identification Badge.Mr. Sicilia is certified as a Master Black Belt, Master Black Belt Trainer, Change Manager and Trainer. He received his bachelor’s degree in Psychology from Washington State University in Pullman, Washington, a Master of Education degree from Boston University and a diploma from The Art Institute of Washington as a Chef
